88 190D diesel engine wont stop!!

I have a 1988 190d 2.5 liter NA. I started the car like normal except that the brake pedal was very stiff as though the power brakes had stopped working. Also when i went to turn off the car it kept running so i hit the manual stop on the fuel pump. So the problems are simultaneous. I heard that it is a possible bad vacuum but im not sure please help. thank you.

driving home tonight and felt the brakes were not normal. they worked, but as though the power assist wasn't there. then i pulled into the driveway and turned off key (and removed)..and the engine kept on running.

I was about to post, but then noticed this thread. gotta love mercedessource - once again to the rescue within minutes.
