87 300D climate control doesn't

this 87 300d has nothing going on with any of the climate controls. i pulled the push button module out and looked it over.
I read that these can come unsoldered in places but everything looked good. also i didn't see any hot spots on the circuit boards.
the one thing that seems odd is with the key on when i unplug the passinger side pin conector the fan comes on high. don't know if that means anything. as soon as i plug it back in it turns off.
any ideas?
