Brake fluid should be changed every two years.  The system will need to have the air bled anytime calipers or hoses are replaced. Kent covers the different methods used to bleed brakes in his manual, but personally prefers pressure bleeding. Pressure bleeding is the best way to flush out your old brake fluid or rid your brake system of stubborn air pockets - particularly on ABS brake systems.
