do you have an idle adjustment on the dash
I have an 82 and there is an adjustment nob on the dash under the dimmer, looks like a big plastic wing nut sorta. turn counter clockwise to raise idle the other way to lower idle. also if it's like my 82 under the hood where the throttle cable goes thru the bracket before it connects to linkage, there is an adjustment bolt and lock nut. screw it in or out to adjust. if the 83 is different sorry I tried.
